EU policies for climate neutrality in the decisive decade
Transport is the only sector in the EU to have seen an increase in greenhouse gas emissions over the past 20 years. For passenger cars, the discussion paper recommends annual targets for CO2 limits on the way to a Europe-wide phase-out of combustion engines by 2035. The EU can also promote a faster electrification of passenger car fleets with an evaluation system for the tax regulations of the member states. The discussion paper also makes proposals for the rail, public transport, aviation and shipping sectors.
